U.S. Customs and Border Protection, or CBP, administers the Custom's Broker exam twice a year to ensure that applicants have a solid understanding of Customs laws and regulations. The exam is an open-book test with a time limit of four hours. It consists of 80 multiple-choice questions, and you must answer at least 75 percent of them correctly to pass. According to Dunlap-Stone University, as of May 2013 pass rates have historically been a mere three to eleven percent. However, with the right study strategy and hard work, you can beat the odds and pass the Customs Broker's Exam.

Reference Materials

Before each test, CBP publishes an examination announcement that lists all of the reference materials you will need. Test questions are always on topics from the current Harmonized Tariff Schedule of the United States (HTSUS) and Title 19, Code of Federal Regulations (19 CFR). These are very large volumes with detailed information on customs duties and laws that pertain to Customs business. They are available for free on the internet, but because CBP does not allow test takers to use laptops or tablets you must have hard copies. The other reference materials are short documents you can print off from the CBP website to study and bring to the exam. They currently consist of Customs and Trade Automated Interface Requirements (CATAIR), instructions for CBP Form 7501, and certain Customs directives.

Study the Materials

Because the reference materials for the exam are so large, you should focus your study efforts on areas CBP is most likely to include in the test. CBP publishes exam questions and answers from past tests on their website. The answer keys include the specific chapter or section of the reference material where you can find the answer. You will notice the areas that CBP tests on year after year. Use a highlighter to mark key sections of text in the materials so you can quickly find the information during the test. It is also a good idea to use sticky notes to flag important chapters and sections to avoid wasting time locating a page. Customs allows you to bring any written material to the exam. You may also create and bring your own lists or summaries.

Study Groups

Meeting with a study group on a regular basis will help you stay motivated and focused. The group may want to focus on a particular topic each week, such as classification, valuation or record keeping. Another approach is to discuss the questions on the old exams and work together to find the correct answer. The group can also be a source of support to share frustrations or worries about the upcoming exam.

Practice Exams

As the exam date draws near, you should simulate a taking few tests to practice your test-taking skills. Choose a time when you will have no interruptions to take one of the old exams. With all of the reference materials at hand, set a timer for four hours and begin. To complete the test in time, you need to average three minutes per question. Go through and complete the questions you can answer quickly first, and then go back and tackle the ones that are more time consuming. There is no penalty for guessing with this exam, so you have a one-in-five chance of getting an answer right if you have to guess. Grade yourself when finished and restudy the topics you answered incorrectly.

Appeal Test Results

If you take the exam and do not receive a passing score, you can submit an appeal. Customs will overturn results for individual questions if they agree with the argument you present. To appeal, you must send a cover letter with your name and address, the location where you took the test and the specific questions you are appealing. The appeal must include a copy of your test results and answer sheet. For each question you are appealing, you must provide a separate sheet of paper with your argument why the answer you selected is better or if the question does not have a possible correct answer. If you failed by missing only a few questions, it is certainly worth a try to see if Customs will consider your argument.
